113th Year Higher Education Institutions Teaching Practice Research Program

In response to social changes and higher education reforms, the Ministry of Education has been providing individual teacher teaching practice research funding since 2018. Through this financial support, teachers are guided to systematically develop methods that enhance student learning outcomes. This not only strengthens university teaching but also translates academic research results into the future development of talent, while integrating teachers' diverse career advancement and career planning.

This program encourages higher education teachers to address teaching challenges by applying methods such as course design, teaching materials, and technology integration, using research methods and assessment tools to verify teaching effectiveness. It is divided into ten fields: General Education (including Physical Education), Education, Humanities and Arts, Design, Business and Management, Social Sciences (including Law and Politics), Engineering, Mathematics and Sciences, Healthcare, Biotechnology and Agriculture, and Livelihood. Starting from 2019, two new projects, University Social Responsibility (USR) and Technical Practice, were added to further integrate teaching and practical applications.

System Availability Time

The application period for the 113th year program begins at 12:00 AM on November 21, 2023 (Tuesday).

New account registration and old account school transfer applications can be made starting at 12:00 AM on November 17, 2023 (Friday). The school accounts will also be opened at that time, allowing administrators to review accounts and set internal system submission deadlines.

After internal review, the university must submit feedback on the system. The application documents, categorized by credit and project type, must be submitted to the system by December 22, 2023. The application roster and the Project Director's Qualification Statement should be sent to the Ministry in paper form. Late, incomplete, or non-compliant applications will not be accepted.

Application Category

According to the "Ministry of Education Subsidy for Higher Education Teaching Practice Research Program Guidelines", Section 5, applications are categorized into 10 disciplines: General Education (including Physical Education), Education, Humanities and Arts, Design, Business and Management, Social Sciences (including Law and Politics), Engineering, Mathematics and Sciences, Healthcare, Biotechnology and Agriculture, and Livelihood. Starting from the 108th academic year, University Social Responsibility (USR) and Technical Practice were added. From the 110th academic year, a multi-year plan for the USR project was introduced to align with its nature and extend the teacher research period.

Call for Submissions Guidelines

(A)Applicant:

  • Please select the relevant academic discipline for your application based on the corresponding faculty, department's professional field, course theme, and course content.
  • The project applicant must offer courses related to the project and have actual teaching experience. The courses should be part of the official curriculum of the institution and count toward the graduation credits.
  • "General Education (including Physical Education) Discipline" Special Explanation: Except for physical education courses, non-general education courses should be submitted under other disciplinary categories. The term "general education courses" refers to courses offered by the university's general education center (or units primarily responsible for general education or university-wide common courses) or elective courses from various departments that are recognized as general education credits. "Physical education courses" include all types of physical education-related courses, both professional and general physical education courses.
  1. Please fill out and upload the relevant application documents in the submission system, referring to the project proposal format and the project evaluation criteria.
  2. Please make sure to complete and submit your application before the internal submission deadline set by your university. (Each university has its own deadline, so please pay attention!)
  3. Please ensure that the PDF file you upload does not have any security settings applied, to facilitate the review process.
  4. To prevent data loss, please make sure to save your progress regularly during the online application process. Additionally, ensure that you keep a copy of all related application documents for your records.
  5. Applications that are not completed in the system, have incomplete data, or do not comply with the requirements will not be accepted.

 (B)At the University Level:

  1. University administrators must log into the system daily to review teacher account registration applications.
  2. To implement changes in the teaching environment, the university should review whether the research proposals and course plans submitted by faculty align with the school's development direction. This ensures that the individual teacher's research is effectively linked with student learning and development. By integrating the school's teaching resources, the university can enhance the impact of these efforts. Therefore, the university should assess the appropriateness of the teacher's proposed project. The Ministry will also consider these assessments when allocating reference points for various competitive programs in the future. The details are as follows:
    • University Positioning: This refers to the school's teaching characteristics, future development direction, and the course structure of faculties or departments, along with their alignment with institutional development plans (including integration with higher education deepening plans).
    • Faculty Support: This refers to the school's description of the tangible support activities or resources provided to teachers.
    •  University Review: This refers to whether the proposed course plan aligns with the university, faculty, department, or program's curriculum.
  3. After the applicant's plan is reviewed by the university, the school should enter their feedback in the system. By December 22, 2023 (Friday), the application documents, categorized by discipline and project type, must be submitted to the system. The application roster and the Project Director’s Qualification Statement should be sent in paper form to the Ministry.
  4. Applications that are not submitted through the system, have late submissions, incomplete data, or do not comply with the requirements will not be accepted.

 

Submission Timeline and Process

113th Year New Subsidy Funding Guidelines

(A)Measures to Increase Funding for PhD Students as Part-Time Teaching Assistants or Research Assistants in Teaching Practice Research Projects:

  1. Starting from the 113th year, the salary for PhD students serving as part-time teaching assistants or research assistants in the subsidized teaching practice research program will be increased from the current range of 3,000 to 5,000 NTD per month to 10,000 NTD per month. If the salary set by the university for part-time teaching or research assistants is lower than 10,000 NTD, the university must first revise its internal regulations to align with this new standard before applying it.
  2. If the project requires the employment of PhD students as teaching assistants or research assistants, please specify the assistant’s employment period, personnel expenses, and job responsibilities in the project proposal and budget at the time of application. This funding will not be subject to the subsidy limits outlined in Section 8 and Section 9, Subsection 2 of the Ministry of Education Subsidy for Higher Education Teaching Practice Research Program Guidelines, and will not be considered as part of the administrative management costs.
  3. For approved cases, the Ministry will allocate the full amount of funding (including the teaching practice research project funding and the increased funding for PhD students serving as part-time teaching or research assistants). If the teacher fails to include this funding in the project application, it will not be subsidized afterward.
  4. The subsidy is for enrolled PhD students who are not engaged in full-time paid work at other institutions (leave of absence without pay is excluded). The funds are for specific use only. The university must ensure proper use and employment according to the specified level and duration. Any misuse of funds must be refunded to the Ministry. When closing the project, the university must submit supporting documents such as the employment contract and proof of enrollment. For eligibility details, refer to the submission guidelines.

(B)To encourage teachers to engage in innovative teaching research and improve the compensation for research staff, starting from the 113th year, the funding for project directors will be increased to a maximum of 12,000 NTD per month per person.
